Paul Marceul was born in 1983 in France. He holds a Bachelor of German Studies from the University of Strasbourg and a Master of European Affairs from Paris-Sorbonne. While taking his Masterís degree he encountered the maritime sector on the occasion of a nine-month internship at the French Maritime Cluster. Following his graduation in 2007, Paul settled in Germany near the Luxembourg border and took up a post in the financial sector before joining the management of the Luxembourg Maritime Cluster in 2008 until his appointment as Manager of the same and Secretary-General of the European Network of Maritime Clusters in 2011.
